Leak from possible condenser pipe

Hi all,

Noticed a bit of dodgy paint going freckly on the ceiling a while back, left it thinking it was just a bad paint job from the new build. The other night I was curious and pressed it ever so slightly to find my finger go straight through it!! A little water trickled out too . It looks like it's a condenser pipe as its almost below the combi boiler. It looks like some form of screw that's inside the pipe??? I've attached some photos if anybody knows what the hell it is? I've called my house insurance about it, they'll come and inspect this week.. I'm 3 months over my npower boiler annual inspection thou, will this be an issue? So after a visit from a plumber today he thinks that its something that was possibly put through the pipe and whoever made the damage decided to just put sealant over it instead to sort the issue out...

Hastings wont pay out on the home insurance as I've not had the boiler serviced in the past 12 months (3 months over 12, had serviced last may)

Looks a simple job to do but it's not my area. How much do you think i'm looking at?
