Lavatory faucet leaking

Hi All- I have this inexpensive lav faucet in my rental and notice it leaks underneath where the cold supply is fastened.This only happens when the faucet is on, and it’s coming out of the beveled rubber washer that gets compressed into the porcelain mounting hole on the cold side, under a plastic flange nut. I also think it may leak only when the hot tap is on. Is that washer intended to hold back mixing water or is the mixing chamber inside the faucet faulty? Any suggestions? Thanks!

The supplies are new, the leak is coming around those stems but why? It's not the connection or it would be leaking all the time., It only leaks when you turn the faucets on.
 
The o ring on the stem is most likely worn.

I typically replace the entire stem if it’s plastic.
 
Ok tighten the aerator, I'll check that, could that cause the faucet to leak from below? And by stem is everyone talking about the cartridge? I have seen faucet handles like this that leak out the top, but never from below, and only when it's being used. Can anyone explain this? I think I'm missing something. Thanks!
 
Could the water be going under the faucet when you turn it on and leaking below. Just change the cartridge as
said and you should be in good shape.
