Anti scald in kitchen faucet ?

Does delta faucets have an anti scald and would they allow cold water into the hot side with the hot water turned off ? While I was working on my dishwasher I needed to stop the hot water so, turned off the new ball valve at the hot water heater. Opened the kitchen faucet hot side to drain the pressure. Mostly stopped but had a constant trickle. I had to shut the cold side off in order to stop it. Do I need a new cartridge or is this a feature of some type ?

I think maybe so. It does drip once in a while (if you don't get it in the perfect off position) maybe I'll call delta and get them to replace it. They did once, wonder if they will do it again ....
(Not worried about water consumption,lord knows how much I pull out of my well for my geo heat pump) it will just help water my lawn from underneath.
 
That is not delta fault BTW, you have scale/buildup or those stupid multi turn angle stops that dumb gasket always breaks off and clogs cartridges just like your describing.
Check that your fixtures are in order. Water heater might need to be flushed. Also have seen galvanized pipes do this.
