This can't be right? Kohler toilet - and I must hold down the handle extra long to get the toilet to fully flush.

Many WCs are designed to flush with a flick...and in the older days, we could get more flushed water by holding down.
The EPA got wise to that and most newer toilets that are designated as water saving, can't flush more even if you hold the lever down.
My modern, new Am.Std.Cadet 3 Flowise does still flush more water if you hold the lever down...even sold in California, where we have maximum 1.28gpf.
As toilets age and minerals build up in the trapway (where you can't see), the flow gets worse, so you get poorer flow every year.
Many modern toilets have water hydraulics that come from both above via the rim and at the bottom of the bowl via a low opening. Sometimes those openings can become obstructed
So, there is no "right", given all the variables.
 
Maybe I wasn't clear unless I hold the handle down for an extended period. The toilet does not flush it only putting a tiny bit of water in the bowel it doesn't fully flush - but it does work fine if you hold the handle down till tank empties. Is that a typical design trait with these funny cylinder like flapper replacements by Kohler? The cylinder does not stay floating at all, it has no float and it immediately slams shut.

It’s flushing just like kohler built it.
I am getting a new flush valve - but really it seems like this is how Kohler designed it - it snaps closed way too fast and only adds water to bowel - must hold down to get a full flush - paper etc. These are models 4492 and 4446-AA (1.28 GPF)

After a little searching on the web, I found this is a huge problem with this Kohler flush valve. You plumbers already knew how huge this issue is with Kohler over the past couple of decades or so. Here is one solution from another forum that apparently works.

Another was a guy zip tied a piece of styrofoam to the cannister to improve its buoyancy.
