Is this a water hammer arrestor?

Found this plumbing loop above my water heater, on the hot side. The same pipe fed both ends. Is this meant to be some kind of hammer arrestor? Or was it once used to supply something and then capped off later?

Thanks. Even if it was capped off in the past, it's weird to find it as a loop.
