Is a secondary pressure relief valve needed for hot water system.

My home hot water system have a Watts 530C pressure relief valve installed in parallel to the T&P relief valve that is directly attached to the water heater tank.
The 530C is an adjustable (50 -175psi) spring loaded valve.
This is the second home I have owned with such a configuration and in both homes the 530C valve eventually started steadily leaking water.

I understand the need for a safety valve on the hot water system, but the 530C seems like it's just a redundancy for the T&P valve and the Expansion tank.

Is this secondary relief valve necessary or even recommended?
It's really problematic since cleaning a leaking valve is hit or miss and I have to cut and solder pipes any time I have to change it (which seems inevitable every few years)
 
Broadly speaking we rarely use the 530C. With rare exception being maybe when a Watts 210 is used where the temp/pressure relief valve would be in a basement without an adequate drain.
