immersion heater not working

I really hope someone can help me here

I am having a problem with this immersion heater on the picture, I can't turn it on.

I had an electrician coming about 1 month ago, he did set it to turn on for 2 hours in the morning and 2 hours in the evening but I still get no hot water coming out from the tap. I have never had an immersion heater before.
My questions are:
Does it make any noise when the heater is working?

can anyone help me to see if my heater is working correctly

Is it just a small tank-style electric water heater? You can measure the current, voltage, resistance, or see if your power meter spins (faster) when it's (supposed to be) on, but I'd bet it's the timer, is there a way to turn it on all the time?

yes it is on all the time now, but still not working
 
It is differently done than ours on this side of the pond. So, I cant say with any certainty. But electric heaters must be basically the same.

There appears to be a white label on top, which should tell you what Model and capacity you have. Knowing the model you should be able to download them manual here:

Just from the fact you had the electrician come wire in the timer, I’m guessing that you don’t have much of any experience working with “Mains Voltages”, so I’m not going to go into how to trouble shoot your problem. But there are probably YouTube videos which will walk you through it. should you want to attempt it. And, even if you call a Tradie to come fix it, it is helpful to have an idea of what is involved.
 
Does it have heating elements that can be replaced. Also thermostats. You might have power to the water heater
but if any of these items are bad you probably won't get hot water.
 
Yeah, if you have a DVM and the skills to use it, there are some troubleshooting steps you could take, but if not, you need an electrician.

if it was my house I would have attached the wires directly to bypass the thermostat to see if the problem is the thermostat
