Update. I've verified the dip tube is fine, there is no crossover, and the pipes under the house are 1" outbound supply with 3/4" return line. I don't see how 13 gallons could possibly be in there. And even if so, it should only take the cold water from the 1" line, maybe 120' of it, until the hot comes out the tap. Maybe 6 gallons. Nope. 13 gallons!
