Greasy water?

Why does my hot water feel greasy, or slick? The cold water doesn't have this texture. Is it something to do with the water heater? It's electric, by the way.

was this heater recentlly installed? if so it could be flux in the lines, remedy it by running the hot water for a while on several fixtures to flush the lines.. if its not new then I am not sure why it would have a greasy texture.
