The cold water handle on our Moen 84200 bathroom faucet

is a little floppy. The bottom roughly spherical base which screws onto the faucet is tight, and inside that the screw that holds the top part of the handle to that base is also tight, but there is still a gap of about 1 mm between the two pieces, all the way around, and the handle part can tilt because of that gap. It was like that before I changed the cartridges recently. The hot water side has no such gap and that handle is not floppy. On the exploded parts document:

there is a "hub and elbow assembly". No indication of some sort of spacer or washer that goes between the upper and lower halves.
Is there some way to make the top part of the handle more snug with the base part?
