Floor Urinal California Code Help

I'm looking to install a floor mounted urinal in my residence. Kohler model #K-4920-R to be exact. I also want to install a concealed flushometer for it. I have been told by my fixture rep that California is no longer allowing these floor models to be installed and that Kohler doesn't offer any type of concealed flush valve for it either. First, I find it hard to believe that Kohler would sell a rear spud urinal and not have a compatible flushometer for it. What's the point of the rear spud if you can't hide the flush valve? Is there another brand that would be compatible? Second, Is it true California no longer allows these? Trying so hard to get the facts. Thanks in advance!
