This is my first post on here. My toilet is currently running on and off with a constant drip. I thought it would be the flapper but upon further inspection noticed the black ring the flapper sits over is breaking apart and giggling the handle doesn't make it stop. I don't know what this part is called. I'm going to change the flapper first and hope that fixes it. I attached photos. Any tips would be helpful. Thank you.
