Faucet leaking question

I have a faucet in my motorhome that is leaking around the handle.
Kohler faucet, only 2 weeks of use. Sits in a camper in below freezing weather when not in use.
I've taken apart the handle. The leak is coming from where the handle swivels on the base.
Question is, Is it the large oring on the top of the valve since water pours out even if faucet is turned off or would it be seals below the valve that shouldn't be allowing water to even get to that O-ring.
Kohler K-R648.
If you think it's seals below the valve then can you tell me how to get them out of the handle base.

Without a picture, it will be hard to help you. If the entire valve is leaking even when turned off, the problem would be below the o ring, probably at the base of the stem. Look for an outer nut that should unscrew, allowing the entire stem to be removed.
 
The o-ring on the stem stops water from leaking out of the handle. The seals on the bottom prevent water from coming out of the spout.
