Okay - this is a Moen bathroom sink faucet. The handle on the right (cold) turns on and off as I believe it was intended by the manufacturer...the handle down to the bulge, which remains immovable.
The hot water handle on the left turns the entire fitting. When you reach the off position, you can turn it past that, resulting in the handle not returning to the position shown in the photo. Anyone have an idea why this would happen?

That is a Moen Monticello. If you hold the lever part of handle and turn the lower ball of handle the handle will /should come off. older ones had metal parts and sometimes corrode to where they won't turn off. Later version had a plastic insert that allowed for easier removal. inside the handle is a splined adapter which makes it a LH or RH turning faucet. sometimes these break. look for a parts break down on moen site for monticell.
