Environment One 2000 series weird issue

My e/one 2000 series is running for 5 seconds then cutting off. It does this about every 5 min or so. The tank is not emptying properly. Discharge volume when viewed at the street is normal.

Additionally, I can't get this pump out, despite having removed it many times before. There is a small stub with a metal grate over it that keeps getting hung on the tank lip. I can't get the pump out, even with two people, and it's driving me crazy.

Could this issue be with the panel on the house? Should I just keep trying to get the pump out to have a looksee? Is a pump that is close to 30yo worth fussing with?
 
You could have a capacitor that’s bad in the control panel from your description but normally that would trip a breaker.

Maybe you have a bad float…..

You’ll have to investigate.

The pump should easily come out of the basin once disconnected

I have no idea what your exact set up is. Pics could be helpful.
 
I think that part of the discharge tube has become turned so that it is blocking the exit from the tank. I got too frustrated to mess with it more today as it's in the 90s. I think what I'll do is have the wife lift the pump while I turn the part that's moved.

Working by myself a lot, I’ve use two six foot step ladders with a piece of 1” steel pipe between the two .

I hang a cheap harbor freight hoist off of it to lift pumps out.

I lift it up high enough to slide a piece of plywood over the basin hole.
