empty condo water tank

Sister's condo in warm south florida is empty 9 months,when she leaves, the electric power and water supply to water heater tank are shut off, she also turns off water to condo and opens 2 faucets to drain the lines. I heard that draining and leaving tank empty for 9 months would greatly accelerate rusting,is it possible or likely that it could start leaking while she is gone?

Does she actually drain the water heater itself because opening up two faucets does not drain out all the water from the water heater.

If she does drain the water heater then you shouldn't have to worry about it leaking there will be no water in it.

But I would just keep the water heater full.
