I have an electric hot water heater. The hot water is running out alot quicker than normal. I think it may be the bottom element but I did not test it yet. (will not be home until the weekend) Could this also be the dip tube?? Is there a way to test a dip tube before replacing it???

Yes it could be either one but most likely a bad heating element.
To check the element is easy if you know how.
I'm not sure if you can find a dip tube replacement unless you can get one from the manufacture.
 
I recently dealt with a similar issue and it was a bad heating element. I thought I would just offer that tid bit to get started in this new community for me. Good luck!
