Drainage under the sink

hi every one
I am remodeling my kitchen. I have two drain lines under the sink (as in the image). one higher than the other . The lower one was connected to the garbage disposal and the higher one was for draining . can i cut one of them? if so which one should i cut?
I intend to cut one completely and put a cap to cover it permanently and cut the other on to make it shorter. but if i cut it , the end will not be threaded so what options do i have to connect the plumbing without threaded end .

1. Cut the bottom line back close to the wall and use it for snaking access,you can transition to PVC and add an end clean out by using a copper by PVC transition/ mission clamp,and do the same for the drain and repipe in pvc
