Does this need to be replumbed?

Hi, I'm having an issue with circulation for heating. I've bled the pipes at the two drains visible and installed a circulator pump to help push the water along. I had a plumber replumb some of the pipes recently so I'm not sure if these things were done right. The heating unit I have is a navien NCB-180. In the photos below the lines indicate where the pipes are warm and where the pipes get cold and i assume water is not flowing. It appears the only thing happening is the water circulating through the manifold and back into the system. A small portion on the out gets warm and a small portion of the return gets warm.

Any suggestions or help would be great!

i see a 3 way valve. but i do not see anything controlling the valve

That is a pressure regulator for the makeup water feed.
