Diversity Factor and 75% Plumbing Rule

I live in California in the Bay Area. I am not a pluming expert. So, please forgive my ignorance, but I need help.

I am doing pipe sizing calculations for my house using the table UPC 610.3 from the pluming code. I have calculated SWFU (about 35). I am confused about the following:

1. Can I use 75% pluming rule when sizing the pipes? Is that allowed? Is it to code? Would I fail inspection if I did?

2. Do I add cold and hot SWFU to get total SWFU? UPC 610.9 confused me, because my total SWFU exceeded my SWFU from Table 610.3.

3. Not all fixture will be used at the same time. Does table 610.3 already factor diversity? If yes, can I still use 75% pluming rule.
