Deleting a toilet

I have a half bath that we do not use, so I'm going to turn it into a pantry but don't want to delete the piping incase I want to reintall said bath when I sell the house. What is the best/proper way to seal the existing toilet flange when I remove the toilet? Or do I have to remove the flange and cap the drain line below?
 
Cut it out from below and cap it but leave enough space to reinstall
Valve off the water lines cut cap and drain them leave enough room for water lines to be re attached in the walls by the fixtures and in the basement
Cut and cap sink drain behind the wall were it comes out leaving enough room to reinstall
 
For the least amount of work, they sell plugs that you can fit in the toilet flange-- like johnjh2o suggested. I am using one of the ones with rubber (sort of like a stopper) in one of my toilet flanges because the bathroom is under renovation. Now, it will stick up but you can probably just put a small box over it. Leaving it plugged will make it so you don't have to replace the flange later on if you want to turn it back into a bathroom. Make sure you cap off the drain for the sink too.
 
Some flanges, a 3" bottom part, and 4" top part works best. Buy one of each, and just see what fits.
 
As Helper Dave said, it could also be 4". You'd have to measure the opening on the flange.
