Capped main line flooded our basement

Hello- we have an old pipe entering our basement through the foundation (1940 era house) which is the result of an abandoned original main line. It has a cast iron cap which has been in place since the early 1970s when the pipe was abandoned. Shortly after moving into the house we had a heavy rainfall which flooded the street and caused sump backups in the neighborhood. In our basement the capped pipe started putting out water at a high rate from around the edges of the cap (6 inches of water in a 900 sq foot basement over 20-30 minutes. Obviously we want to make sure this doesn't happen again moving forward. Are there any solutions that should consider short of excavating the pipe out of the basement?
