Braided line, nut won't rotate

I'm probably using the wrong terms, apologies.
Trying to replace a kitchen faucet.
When attempting to remove the hot water lead, I can't, because the braided part folds over on itself, because the... something... doesn't spin properly. The cold water line is fine.
Is there a way to "break that part loose?"

Time to replace it! A good set of side cutters or a bolt cutter is your friend. Just make sure the water valve is off!
