? Best way to plug floor drain

Have a basement floor drain that nobody knows where it goes ,in heavy rains water backs up.
I’ve tried rubber plug and also the device that stops back up with the rubber bulb.
It still seeps around it
Can I fill the pipe with cement ?
Should I use hydraulic or regular ?

I’ll take a pic when I get home .. it’s just a 3” cast iron drain , ive had a camera down it and it just looks like it goes into A drywall just outside the basement wall .
This drain is ajj Bh out 2 ft out from the wall and 5 ft below grade..
One guy said it used to go to a septic tank but I highly doubt a septic tank would be 5 or 6 ft under grade ..
the leach fields would have to be even deeper ..
The house is a ranch in a development that was built in 1957
 
Also we have sewer and public water .
The soul pipe is cast and goes out the wall about 4 ft off the floor..
It’s about 6 ft away from this floor drain ..
No other plumbing near the drain , all copper and attached to the above floor joists
 
By code you must have a devise to drain water in your basement, that being said I have stuffed rags down a floor drain and then filled it up with cement , any will work. I would install a bucket in the floor in a corner with a sump pump going outside.
 
Plug it with some waterproof hydraulic cement and see what happens.
 
Not one house on this street has a dump crock and the village made most plug the floor drain ..
A few have sold recently and no mention of “ code”
I understand what you are saying .
The perfect spot for a crock would be right where this drain is
Not sure I want to open the slab

Should I spray some closed cell foam in the pipe going off the drain first to stop the cement from going that way ?
Can that hydraulic cement be mixed kinda soupy so I can pour it in ?

A plastic bag with a rag in will be ok.
 
It may be hard to do that … figured the foam would be easier do to the size of the hole after removing the cap
 
Yeah it really doesn’t matter what you stuff in the drain if you’re no longer going to use it.

Use whatever you want.
 
Are there any other pipes visible leading into that floor drain elbow?
If so, blocking it with concrete might cause a backup somewhere else.
Maybe a window well drain, or perimeter drain, or slop sink, or furnace condensate, or a/c drain, or trap primer, any or all might be draining into there.

Nope , no roof drains etc , only other pipe is the soil pipe ..
No window wells , windows are above grade and no wells,
Furnace condensate goes into a pump and is pumped to the soil pipe ..
