Bath pipes surrounded by foam

Hi all.
I'm looking to change my bath taps. I took bath panel off to see if the pipes had cut off valves which they don't. The waste pipes have been surrounded by expanding foam making it very hard to fix if ever there was a leak.

Is this standard practice by plumbers or a cover up?

Standard practice to seal the hole where a tub drain comes through the concrete to keep moisture out.....that foam job looks extreme though. Most guys I know use cement.

The bathroom is upstairs with wooden floors. The concrete looking stuff is square plastic type tiles.

I've just never seen this before. If it does leak, it will be a nightmare to fix.
