Adding new shut off indoors

Current shut off is buried outside. I believe it’s stuck open and I don’t have a PRV on the system. I’d like to have it replaced, but plumbing company wanted $5,000+ to trench 4’ and replace. Plus an extra $1,000 to install an expansion tank on my water heater and get it up to code. I wasn’t expecting the job to be so costly.

Can I add a new shut off and prv interior to the house so I don’t have to trench, if I can somehow trace where the line comes inside? The valve in the ground still is a concern, but atleast id have the home protection I’m wanting from a new shut off.
 
Get some more estimates. Try to find an independent plumbing shop ( no national franchise plumbers )
