When we built the two story house we installed a loop in the joisting around the upstairs perimeter. We are wondering if we can now cut into this pex 1/2" and ad some baseboard heaters with 3/4"slant fin in several rooms. Will i be creating a big problem going from 1/2" pex to copper 3/4" / then back to 1/2" then running to additional basebkards

All of my heating renovations are done in 1/2" pex when replacing KiTec or poly-B. If done correctly, you will not notice any difference in heating your home.
 
If you use crimp fittings, yes. Straight up 3/8". I use the expansion system though, so I keep the same pipe diameter, slightly larger.
