“Copper Arch” coming out of wall in garage on main line

What is this? It is in our garage on the main line. The pipe on the left goes up to the attic and supplies all the outdoor faucets. The pipe on the right supplies everything in the house. There is also what appears to be a ground wire attached to it, but it only spans this arch by the wall and doesn’t continue on. Pipes are the old Kitec pex which we are in the process of replacing. Thinking this might have been done for a future water softener or something? Location: Austin, TX.

It’s an existing home so I doubt it’s for a water heater.
