white and green buildup on leaky faucet

There is a green and white buildup on the two connections that go to the washer hoses in the laundry room. They both have a very slow leak as well. Can someone tell me what is happening, and if there might be a DIY fix? If not, at least what I might expect a plumber to say? Thanks!

I agree with John. The water is leaking from the packing/packing nut. Retighten the packing nut (Turn packing nut one half to one full turn to tighten) - if leak continues the valves will need replaced. The floodsafe laundry hoses you have can be problematic, regular stainless breaded may be better.
