What's this on my hose bib?

I want to replace the hose bib and backflow preventer, which is leaky. There is a clamp around the pipe holding on to some sort of rod or something that runs alongside the pipe and back into the wall. I have no idea what this is. Can anyone enlighten me?

It is a ground clamp for your electricity.

It is a cold water bond clamp for the ground to your electricity

Remove the clamp so you can put a backup wrench on the piping while removing the hose bibb.

Theres no way that was the easiest spot in the house to ground that

Mine was like that too. AT&T. I took it off to see what was under and behind it.
