What is this plumbing fixture in my basement

Hello we bought this house and the basement was finished by the owner I have no idea what this fixture is and why it was not dry walled over.

Looks like a clean out line for whatever is on the other side of that wall. If nothing is on the other side, maybe it is an unused drain line for a utility sink?
 
Thank you, my husband is not handy and bought the house before I saw it, below this fixture we sometimes get water on the floor I think it's due to this plumbing fixture but was not sure what type it was since I have not seen that in other houses we have had, there is a bathroom on the other side of basement so that is why I found/ find it odd.

Yes, you can not cover this, but can place it behind an inspection plate, which can be decorated to match the room decor. Also, if it is leaking, get an adjustable wrench and remove the cap, apply a coat of Rectorseal #5 on it, and screw it back in. That should stop the unwanted drips.

If by this fixture the water comes and goes could it be something else? The other side is nothing but the out side wall, if I do the seal I am guessing shut off water then remove cap seal replace cap tighten turn on water. Also I am in MN so the weather is cold should I wait till it's warmer.

That is only a drain clean out. It is not under pressure and shutting off the water will not be needed. If it is dripping, anytime is a good time to stop the leak. No need to wait for summer.
