What is this on my kitchen drain pipe?

Calcium buildup, efflorescence? It wipes away fairly easy.

Looks like a sloppy wall texturing job to me.

yes it do, did not bother to remove the elec wall plate either, taped over it and painted

where is the Escutcheon for the drain pipe ?

i would have been alll over that builders azz, if that was my house

In regard to sloppy texturing, the entire space is a wood-like, smooth finish? What did they texture?

It could have been the walls or even the ceiling before the counters were installed. Heck, it could even be a sloppy paint job but unless we actually see it, there are only a few things it could be.
