What is the best way to fix this spicket

I put this spicket in a couple of years ago. Here is the unusual thing. It leaks back inside the garage wall ONLY when it's on? Do I need to pull it out to repair it, or is there the potential to fix it by accessing that thread cap on the outside of the spicket

The terminology for what you have is a frost free silcock. A spicket is not PC!

that is a frost proof hose bib, if it is leaking when on, the jacket froze and broke.

frost proof h.b will burst if you leave the house attached . remove and replace,

next winter, do not leave anything connected to the hose bib, or it will bust again
