Weird plumbing

Just discovered a leak under my bathroom sink. It's coming from above the p-trap where there's another drain or vent that's not present in any of my other bathroom plumbing. Does anyone have an idea of why this additional pipe is present? The T into this is metal and the joint has corroded to the point of breaking off.

but it looks like maybe your AC drain or something is rigged up to drain into it

is that green stuff some kind of epoxy?

Not sure what it is. We purchased this place recently, and I think this was a modification from the previous owner. We do have AC so that might be a possibility....
