Water spraying out of meter

First, hi everyone..this is my first post on the forum.

I'm thinking of purchasing a rehab project, and am going through the house, looking at all the systems.

I know little about how the house was winterized, if at all. I can say that the water was turned off, the heating system was drained, and all of the faucets are on the "On" position - makes me think that someone at least tried to winterize it.

I attempted to turn the water on. There are two valves - one closest to the street, and another right before the meter (about a foot apart). When I turn the valve on closest to the meter, water sprays in a pretty uniform pattern out of the bottom of the meter - almost in a way that makes me think it's supposed to happen, and I'm missing a step for turning the water back on.

I'm thinking I should just call a plumber, but I thought I would troubleshoot as much as I can before I can get one out there to check it out. Any guidance? Couldn't find anything on the net.

Can somebody tell me if the bottom plate of a water meter is supposed to be in four separate pieces? The water seems to be leaking from the cracks, but the slices are so exact that I think it might be designed that way.ImageUploadedByPlumbing Forum1411336094.656825.jpg
 
Aha it's the frost plate. Looks like they overlooked something when winterizing
 
Thanks for coming back to let us know what you did find out.
Have over 30yrs experience and not being in a cold climate zone where freezing is an issue this is interesting information so I did a web search and found this bit of interesting info.

Yea sort of neat design. I'm going to call the water company to see how to procure a new one. If they hassle me I'm going to buy one online. They go for about $10.
 
I also find it weird you have to do any work to your own meter. The water company here supplies and services the meters, they just don't install them which is kind of fishy

The water company would be more than happy to come out and fix it. They would charge $100 since it is freeze damage. I don't mind paying, I just didn't want to wait all day for them to show up at the vacant house I am rehabbing. Instead, I bought one off of eBay for $10 shipped.

:confused: It was a compliment. Wildrage solved his problem and we learned something new in the process.

and the Seriously had !!!!!!! marks Not ????? Marks which means I was serious about the thanks.
I guess maybe some use the term Seriously as a ???? and takes the whole comment as being sarcastic in some way..

Seriously???:D My grandson uses that term a lot
