I'd like to refinish my basement and my water service comes into my basement through the cinder block about 8 inches. It's 7/8" OD rolled copper into a flare fitting shutoff valve. In total the setup comes in from the wall about 13". My goal would be to minimize the distance the water line protrudes from the wall.

I spoke to a plumber who said he would not do anything in fear of shortening the rolled copper and replacing the shutoff with another flare fitting in case something goes wrong.

Is there a reason I would not be able to cut the rolled copper close to the wall and install an elbow to run it vertically up the wall? The plumber said he would not use compression fitting.

I don't see any problem with soldering a 90 onto the service and turning the line up.
I would mount a piece of unistrut on the wall to secure new section of vertical pipe. I use 3/4" rigid pipe clamp ( a bit larger diameter ) so you can wrap copper with some clean felt to protect copper from the galvanized clamp.

You can even use the same valve if it's a good valve. otherwise install a new one
