I think my Water pressure relief valve is going bad. It moans pretty good when I run the washer while the tank is filling. It was doing it sporadically before I adjusted it in my hall shower and the master shower but not all the time. The toilets seem to run continuously a very little sometimes but not all the time. My fix so far has been to turn on another faucet in the house and the sound goes away, but I'm sure there's another issue.

I've read it may be clogged but I'm not sure whether that's the case. anyone else had this problem before and what's the best way to fix this?
 
If you are talking about the pressure regulator go to home depot and buy a pressure gauge. Then go to the back of your house where you attach a garden hose and check pressure there. Pressure should be between 60 an 65 psi. If it is over 80 replace regulator
