The pipe from the town meter to my house broke right at the entry to the house. Upon digging it up it looks like it was tight bend into the house and was a crack waiting to happen... may have been the quake we had last year that put it over, but I digress.

Not sure what kind of pipe it is... it is blue and marked with SDR 13.5 and CDS 3/4. I thought I'd do a CPVC patch... and bonded the pipe I cut off with a CPVC fitting rather well. Bond is rock solid. I cannot get it to bond to the pipe coming out of the ground. Seems like it is wet, even though I dry it, sand it, acetone.

I'm using the general red Oatey PVC, CPVC pipe compound. Having a real time of it... can't get the pipe in the ground to bond like the part I've cut off. Some water in the pipe... not sure if this is the problem or not.
 
A solvent cement joint is not the proper joining method for the polyethylene pipe that you are working with. A compression coupling or a "SharkBite" type fitting is your best bet, and will work even if the pipe is wet.
 
I couldn't tell what sort of pipe it was... but I was able to bond it really well to a CPVC socket fitting outside of the hole.

Anyway, someone also suggested the SharkBite fitting and I located one at Home Depot... was able to screw a CPVC fitting onto it and plumbed it to the house... no leak and water restored!!!
