Two water tanks, one wont get water flow until the other is full

hey everyone, my house seems to be getting a little problem with the water system. It was set like this from the beginning but i want to know whats causing this and could it be changed? So we have two water tanks of 2000ltrs at the terrace. both of them connected by a pipe in between that has an on and off lever kinda thing which i suppose stops the water flowing from one to another. Its connected by the pipe so basically a water pump pumps water from under the ground and then shoots upwards towards the water tanks and starts filling one of the tanks. This tank is responsible for supplying water to the first floor. the other tank, however, doesnt get any flow of water until the water on the first tank reaches over the halfway line. Why does this happen? i tried changing the direction of the lever thats in between the tanks to see if that was causing the problem but it doesnt seem to work. Is it because of pressure or something? is there a way to avoid this pressure thing and fill up both the tanks at the same time(making the water flow from the first tank to the other without having to wait for the water to reach halfline on the first tank?

Its connected like this. The connecting pipe is towards the bottom of the tanks but unlike these tanks the water doesnt fill up in the same ratio.

Thanks for your reply frodo. SO what you mean is the water has to be distributed from the top equally to both the tanks with same measurement? what i dont understand is, in my case, tank A is currently half full and tank B is almost empty. I opened up both the tanks and not a single drop is flowing from tank A to tank B. Is that normal? Is that because the pipe is not centered or lets say the pipe from tank A goes in a slightly elevated way before connecting to tank B so the water wont flow until there's enough pressure in the first tank to push the water to the second?
