I have tried everything to get our TOTO(Japanese) toilet to work correctly. All I am asking is that the dang bowl refill FULLY.
Unless you hold down the flimsy little handle for 2 seconds or more it will always UNDER fill. Can't get my wife to remember and forget about guests doing it. . . or even asking them.
Is there a trick here?! I have played with all the parts and have given up.

Some toto toilets require a high rate refill ballcock. Your ballcock may be malfunctioning or it may have the wrong ballcock installed.

Some toto toilets ( the carouso model ) was sold with a ballcock that didn’t have a refill tube. The bowl level was auto adjusted by the flush, I bought 3 of them for my home in 1999.

Post pics of your toilet along with the model numbers inside the tank.

I’m getting a pedicure and will check back later. ✌️
 
Many of the newer Toto toilets no longer even have a flapper. They use a tower/canister flush system. It's a cylinder with a rubber ring around the bottom. I have found that mine underfills. Could be because mine is an Eco model. Or it could just be from my pipes not being done right.

I'm no longer a fan of Toto toilets. The newer consumerized models may not be what you expected, and their customer support has been non-existent in our case (some talk, no action or consequences). That said, in addition to the above responses, I would contact their support line.

Ok, now call toto and give them the tank number and they’ll give you the part number for the ballcock and where to buy it. You could also replace the flapper too, they’ll have the part number for that too.

Real easy......
 
I have been thinking of something JUST LIKE THAT!
I FIGURED I need something to hold open the flapper a bit longer and, if that image of a new flapper valve is what I THINK it is, it has a black "bobber" tethered to the flapper to delay it's drop-- just what I THINK(?) I need! Is that the idea??

Yes it does what you think,and yes that's the idea. It's also possible you just need replacement parts.

In your case I'd pay with the adjustable flapper. Then if there was no satisfaction replace the fill valve. Or do both and call it a night.

I will call Toto and see if I can get them to pony up for free. All three of my toilets have done this from day one-- 2017.
Confused a bit though: Why would I need a new fill valve? Does this mean the new valves from factory never even worked? No adjustment ever worked on them that I tried.
It seems I could MOST simply solve this with the bopper delayed flapper valve, true?

Get the correct ballcock and flapper. Toto will have the correct model numbers for each.

It’s simple......
 
talked to the nice lady at Toto and she is sending 3 free fill valves(ball cocks).
If they are not adjustable enough to bring the level in correct level, I will call back and get flapper valves but figure the fill valve will be solution. . .
 
The fill valve that Rickyman posted has a little adjustable valve on the output to the refill tube.
Well, I am hopeful the TOTO cust. service lady sent me that valve or better. I got impression the valve being sent is highly adjustable. I will report what happens, thanks guys.
By the way. . . I use a Mac and find this website not to work correctly when using the Safari Browser. Works fine when using another one. . . Comments on Mac's and safari workability on this website?
It works fine EVERYWHERE else.
 
The new ballcock, it it’s the correct model will provide the correct bowl refill.
 
Ah, the ST743. I believe that is the same model I have. I'm having the low water in bowl issue. I'll have to contact Toto as well and find out how to adjust it (or google it). I got one of the newer models with the tower flush system.

Well. THAT was the dang problem. Last night I replaced all three with their TOTO Universal Fill valve. All refilled to levels never previously seen-- about an inch deeper. Problem WAS solved by the new Fill valve without the need for the bobber delayed flapper valve--ha! Just needed to set the adjustment on the tower to 5 notches and the refill ratio did not seem to have much effect. Spec says 3 but 5 works too. It did not seem to work well when you crank that valve(ratio valve) nearly closed. Wide open is the highest ratio of 5. So, problem solved, no cost for new valves or shipping. thanks folks.
