If toilet bolts are 11" from finished wall base board,will a standart 12" rough fit in ? the only journeyman available at the moment(my least favorite ) said no, But I want a different opinion, thanks in advance.

It should fit. After deducting the 1/2" for the baseboard you will have 11-1/2" to the center of the pipe.

That does vary a bit from toilet to toilet, but I can't think of a toilet that I have run into that won't install at that dimension.
