I had to install a new flange because the pvc broke that holds the bolts. the pipe is a 4 inch and the flange is 4 inches. when I tried to install the new flange it keeps spinning and will not set with glue. does the inside seal have to be tight?, or can I just use concrete screws to the top flange and call it a day?
 
A lot of flanges are adjustable in a way that the ring where the bolts go will spin until it's anchored in place, even after its glued to the pipe. If you're having issues with the flange not bonding to the pipe, you could be using the wrong cement.
 
What kind of glue are you using? I see only primer.
It would not hurt to anchor the flange into the concrete.

How long are you waiting after you glue it before you set the toilet?

I did glue it but it will not hold it. I think I will reglue and use concrete screws. Thanks for all the advise.
 
The flange must be anchored to the floor regardless. However, I would like to know what you are using for glue, because it looks like just primer on the pipe
