Toilet flange can I do this?

My abs waste pipe is three inches. The elbow comes up under the hole in my floor perfectly. Can I glue an internal toilet flange right into the elbow?
I want to screw the flange into on top of my newly tile floor.

Yes you can there called a street or spigot flange.
