I just noticed that the 3 toilets in my house drain about 1 inch after filling. So you flush the toilet, it fills, then you watch it and over the next 30 sec it slowly drains about an inch. Is that a normal thing (it does not run after filling). Thank you.
 
The refill rate of your ballcock is too high.

Restrict water flow from the refill hose of the ballcock to the overflow tube until the bowl stops overfilling.

Water seeks its own level so you can only fill a toilet bowl so much before it runs out the outlet.

The refill hose is the toilets way of priming the trap.

Toilets are s traps and usually have an automatic prime via the refill tube.

Toto made a toilet that didn’t utilize a refill tube. It’s design insured the trap primed just the toilet flushing..

I’m sure others are designed that way as well.
