Toilet bowl bolt and nut stuck together

We are trying to replace a toilet seat but the bolt and nuts are stuck together like glue. We tried getting a rust lubricant but that didn’t work either. If anyone has some advice please tell us so we can finally finish this job. This whole thing is a nightmare.

Grab the tip of the bolt with vice grips. Then hold it steady to back the nut off. You'll ruin the threads on the bolt but will create space between the nut and the China. Then you can safely but carefully cut the bolt off.
 
When you replace the bolts use copper antisieze. A little goes a long way. One brush full of antisieze could cover the earth. At least that's what an old plumber told me once lol.
 
Use an oscillating tool to zip those plastic nuts off.

Simple

If you don’t have one, buy one.
 
Oscillating tool is great.

Harbor Freight cheap.

If you want to try hand power, a mini hacksaw could cut vertically up along the bolt, very easy, if the bolt is not rotating or loose.

You can also slice it up vertically, very carefully, with a razor knife.

Or pinch and twist off chunks of the plastic with vice grips.

Put something like a putty knife as a shield under the mini hacksaw, as you saw off the bolt head.
Otherwise the saw will leave metal marks or scratches forever.
