Toilet 3/4" Above Flange

Toilet is 3/4" above flange. I got a high profile wax ring. Wax ring is still not tall enough. Flange is set in concrete (Manhattan high rise).

Do I use two wax rings?

Do I add flange extender? If yes, how do I affix to the concrete floor (just use tap con?)?

What do I do?

Yes, you can use 2 wax rings. If you are not careful, though, the top rind can slip sideways off of the bottom ring, blocking the outlet of the toilet and causing a leak all at the same time.

When I have to double ring a toilet, I always put the first ring down on the flange, set the second one on top of it, then pinch the bottom of the top ring all the way around so that it "sticks" to the bottom ring, then set the bowl on top of that.
 
i will add to this ^ that you must make sure not to use 2 rings both containing the neoprene ( plastic ) horn, they must be jsut wax or the horned one must be the bottom one.

3/4 " I would use oatey flange extensions, you put sillicone between them and then use screws to secure them to the existing flange ( being carefull not to puncture into the pipe interior.

is it cast iron flange?? if so then a different approach is needed.
