I have a tankless water heater in the basement (Navien NPE240s propane). It is set to 130F and shows inlet temp 55F. Flow to a sink is about 1.4 gpm.

Temps in house are as follows with all taps on full hot. All taps use mixing valves.
Basement sink 122F
Main floor powder room sink 120F
Main floor kitchen sink 115F
Second floor bathroom sink 105F
Second floor tub 105F

Ceilings are normal 8ft so pipe runs should not be excessive. House is 1700 sq ft.

is that a normal heat loss? Second floor shower not warm enough. Do I need to raise water heater temp to 140F?

75 degree temp rise will lower your flow rate, but should be fine if only running one fixture at a time. You could have a single handle faucet with a bad cartridge letting cold crossover into the hot. My suspicion would maybe be the second floor tub.
 
The tub valve might also have a high temp limit as part of the cartridge, or handle trim.
If so, you might be able to set it to a higher limit.

I agree, probably a temp limit set too low integral to that faucet.

But that propane in the basement......I wouldn’t live there myself. Maybe it’s common there but I wouldn’t live with it.
