I have a commercial business with city water. We have one bathroom with a toilet and sink. The toilet takes several minutes to refill the tank. At first I thought it was a problem with the fill valve so I replaced it with a new one. Unfortunately it made no difference. I have checked and made sure that the water valve is fully open and that water is flowing and it is. When I called the customer service number on the package, they had me go through some troubleshooting steps and they determined that there was not enough water pressure to properly fill the tank yet the sink seems to have plenty of pressure. I would appreciate your thoughts. Bad water valve, bad hose, clogged line???

It nothing too do with pressure it's the flow rate, but it does sound like you have a blockage some where on the line, try turning the water off and sucking the pipe through with a wet vac that's where I would start.
 
more than likely, trash in your stop.

the valve at the wall, most likely has trash inside of it,

turn the water off to the bathroom. remove the valve, replace it with a new one

or,,remove it, get out what ever is inside it

while you have the valve off. hold a rag over the pipe. have someone turn the water on..then off

quickly..on/off just enough to blow anything inside the pipe out
there will be a 1/2 gallon mess to clean up
