Sloan valve problem

first timer here.
I do maintenance for my company and having a problem with a sloan valve. Had to pull the wall mount toilet to repair the gasket. Typical job and then as always the sloan valve chumps me. I replaced with a 1.6 diaphragm, new O ring, vacuum breaker repair kit. Cleaned up the insides as best as i could. Now when its just about to shut off after the flush, sounds like bad gas... LOL. I replaced the control valve guts and now I have this problem. I have included this fine video for you enjoyment. :)

I would check the valve, if you put a 1.6 watchman kit in a 3.5 valve, you're going to have BAD vibration, hammering etc. You might also need to kill the water long enough to replace to stop kit. Hope this helps.
 
Its a Kohler 1.6 toilet. I've shut the building down to get the valve replaced. It took about 5 minutes and then the water was back on. Thats a good point on the 3.5 valve. Its from the 70's and I maybe will get an updated unit and see it that works..
 
Probably not causing the flutter but I've seen a lot of inside plastic diaphragm cap failures lately. Check he ring for tightness that holds the diaphragm to the action cylinder. Putting a 1.6 in an older Sloan valve shouldn't be a problem.
The rings under the diaphragm play a big part in the amount of water flow.
Check your water pressure. Maybe it's to high.
You did say you replace the stop valve. often the neoprene seal gets worn or torn and a loose piece of neoprene can vibrate
 
So I have an update, sorry for the hiatus.. :) Nothing was working until I contacted the Rep from Sloan. He told me they make a special, not sold in stores, diaphragm to take care of the problem. What was happen he said is where the inner ring makes contact with the diaphragm underneath it, is letting air thru. So I got this new version from him and presto! They told me its a service part not available on the market but you can request a couple free ones when you need them. very cool.... turds are flushin again!
