sloan urinal vibration

Just changed the diaphragm on a Sloan 1.0 urinal. At the end of the flush it vibrates and makes a noise from the diaphragm. We confirmed it was the correct diaphragm. We opened the valve all the way to make sure we had the correct amout of water.

Any suggestions?

Install a new valve kit for the manual valve.
